As you may recall, the City posted a report that recommended that Council consider
buying the CRRRC site – a provincially licensed landfill owned by Taggart-Miller, in
Ottawa’s east end, near Carlsbad Springs. Residents have raised many valid concerns
about the negative impacts that any operation would have on their rural way of life.
Friday at the Finance and Corporate Services Committee meeting, City staff presented
the report and members voted 8-3 in favor of moving this file for Council's consideration
on Nov 26th. I want to thank the community leaders and residents that came out to
share their views.
I want to be very clear: I do not support landfilling in Carlsbad Springs, regardless of
who owns the site. My priority is to make sure residents’ concerns about health,
groundwater, truck traffic and quality of life are front and centre at every step.
I put forward 4 motions – which were carried – to help mitigate the concerns I heard from
residents so far. Together, these motions push for:
A strong community liaison committee and public transparency on environmental
monitoring
A full Human Health Risk Assessment before any City operation
A review of rural truck routes, signage and mitigation to protect our villages
A community benefit mechanism for Carlsbad Springs and nearby communities
If Council decides to move ahead with a bid, I will fight for the strongest protections for
residents and value for taxpayers. The motions I brought forward are available on
