Cedar Lakes Greely Phase 2 (1600 Stagecoach Rd)

My office has received many inquiries with respect to the status of the proposed development at 1600 Stagecoach and for an explanation of how we got here. To respond to these inquiries staff have provided a brief history followed by an outline of its current status:
Ottawa adopted a new Official Plan in November, 2021. The lands at 1600 Stagecoach were not within the boundary of the village of Greely in the adopted plan. The new plan was approved by the provincial Minister of Municipal Affairs and Housing on November 4, 2022 and in his decision approving the plan, the Minister added 1600 Stagecoach to the main schedule in the Official Plan as part of the village.
There were other schedules in the Official Plan, not modified by the Minister, that show the village boundary, and therefore as part of the process of reflecting the Minister’s decision, City staff brought forward an Official Plan Amendment (Amendment No. 5) in August/September 2023 to modify those Schedules to implement the Minister’s decision. That amendment was not appealed and therefore came into force in October, 2023.
In December, 2023, the Province enacted legislation entitled the Official Plan Adjustments Act, 2023. This Act reversed most of the modifications made by the Minister the prior year, including the modification the Minister made to include 1600 Stagecoach in the village boundary. However, the legislation did not reverse the changes made in Amendment No. 5.
The applicant filed for approval of a plan of subdivision in January, 2024. The City did subsequently bring forward an official plan amendment (Amendment No. 35) to seek to repeal the relevant changes made to the Official Plan through Amendment No. 5. Amendment No. 35 was appealed to the Ontario Land Tribunal. The Tribunal determined that Amendment No. 5 continued to be in force and that it would not schedule Amendment No. 35 at the same time as the hearing on the plan of subdivision and zoning by-law. This had the effect that 1600 Stagecoach is within the village of Greely.
With respect to the hearing for the plan of subdivision and zoning by-law hearing for 1600 Stagecoach matter, the Ontario Land Tribunal approved a procedural order setting out an issues list for a hearing on October 6, 2025. This procedural order, in accordance with Tribunal requirements also set forth a requirement for discussions to occur between the parties with respect to the issues in order to determine if a common understanding could be arrived at with respect to disputed matters.
The discussions between the applicant and the City were productive in beginning the resolution of issues and as a result the applicant approached the Tribunal at the time of the hearing for permission to continue such discussions during the time set down for the hearing. In the end, it was possible to reach a resolution on all the issues identified in the procedural order.
The result of the discussions between the City and the applicant is such that the development is permitted to proceed subject to conditions. The most significant item resulting from the discussions is with respect to drainage from 1600 Stagecoach. Unless easements for drainage have been purchased or the right for drainage pursuant to the Drainage Act has been approved, the applicant will be required to utilize specific stormwater measures (called low impact devices) to ensure that post development drainage flows do not exceed pre development drainage flows.
The applicant, having received approval to proceed with its subdivision, may now proceed to satisfy the conditions of the approval. The timeframe over which work is to be done is largely in the applicant’s hands.
